It's been a long time since the last episode of Buffy aired but I still like to see if we can keep the memory of Buffy alive. Now that the potentials have all the slayer abilties, do you think new born potential babies have all these new abilities as they are born, or do you think it might be activated at puberty like everything else?

Wouldn't yall say puberty? I dont 'see how babies could fight anyway. Normally in teen years is when slayers were born or later on in there life so I would think in the teen years.l

Actually, all babies (at least from 2-5) have slayer strengths.
They atrophy about the same time as the ability to process eleventy-zillion different languages at once or get away with doing an adult's year's income worth of property damage by crying or smiling winsomely.
Any who doubt that has not spent much time among today's toddlers.
Trust me,they are far more dangerous than any Hellmouth and as irresistable as a chocolate coated credit card.
Slayers have both these traits restored to them when their destiny is triggered.
Their 'awwwwwwwwww-inspiring charm is as formidable an offensive and defensive weapon as their hyper-acute reflexes,super-strength,cunning,stamina,rapid healing time, courage and resourcefulness.
Now,if you take a look at post-menopausal Potentials, you have the cuddle-inducing power of the neotonic, the physical and mental might of the warrior in the prime of life and the wisdom and expeience of the seasoned adult.
Tell me that's not scary.

Didnt we see a girl (7 or 8 years old maybe) in 'Chosen' where she finally realised?
Wouldnt it be terrible if these slayer babies just kept breaking their dad's finger?

If the dads don't catch on after the first few fingers, perhaps it would be a kindness just to break the fellows' necks and be done with it (-or put them somewhere they'd be safe.).
